Just as there is no certain or perfect way to study fossils, there is no perfect method that can be used to redact the exact costs and benefits of temporary political measures. Consider the example of the latest political deal in Washington, DC, which raised the public debt limit again, also known as the debt ceiling, and simultaneously re-open the American government after a 16 day shutdown. This shutdown was the first to happen in 17 years, when it was President Bill Clinton who faced the Republicans led by Newt Gingrich, hot off of the so-called Republican Revolution, and their infamous "Contract with America", shut down the American government, also over The White House's support of a healthcare act at the time, which was then named Hillarycare, named after then first lady Hillary Rodham Clinton, who made it a personal mission to advance the cause of nationalized healthcare, during her husband's term in office. It is therefore an established historical pattern, for Republicans to oppose any system of healthcare which limits or reduces the private medical system, which has served Americans for so many years.
