FIFA has proposed creating a new commercial subsidiary, FIFA Forward Enterprise (FFE), bringing together its commercial and event operations. Under the plan, private investors could acquire a minority stake in the business, which would include commercial interests connected to FIFA competitions such as the World Cup.

FIFA says it would retain control over football governance, competition formats, calendars and sporting decisions. The organization argues that bringing in outside investment could help increase development funding for its 211 member associations to more than $10 billion.

The proposal has attracted particular attention because FIFA has been working with Affinity Partners, the investment firm founded by Jared Kushner, US President Donald Trump's son-in-law and former senior adviser. It comes amid close ties between FIFA president Gianni Infantino and Trump surrounding the 2026 World Cup.

The plan has drawn criticism from football officials, politicians and supporters, with opponents questioning the involvement of private capital in FIFA's flagship competitions and raising concerns about transparency, governance and the increasing commercialization of international football.
